Without proper particulars of what the

Court has decided I am not in a position to advise what the Hong Kong Government can now do legally,

and I do not think we had better attempt to take

upon ourselves that burden unless and until we have

full particulars. As I understand it, all we ou

ask is, firstly, whether this man would be allowed

to come to England, and secondly, whether there is

any political objection to his being allowed to

depart to a destination chosen by himself. As

he is an alien, the first question is one for the Home Office, and the answer would, I imagine, be "certainly not". The second question is at

present under reference to the Foreign Office.
